While the 1967 riots are seen as a turning point in the city's fortunes, Detroit's decline began in the 1950s, during which the city lost almost a tenth of its population. Powerful historical forces buffeted Detroit's single-industry economy, and Detroit's federally supported comeback strategies did little to help. The Michigan government used its reviews of contracts issued by the state to secure an increase in nonwhite employment. Between August 1967 and the end of the 1969–1970 fiscal year, minority group employment by the contracted companies increased by 21.1 percent. In the aftermath of the riot, the Greater Detroit Board of Commerce launched a campaign to find jobs for ten thousand "previously unemployable" persons, a preponderant number of whom were black. By October 12, 1967, Detroit firms had reportedly hired about five thousand African-Americans since the beginning of the jobs campaign. == Hunger pangs == The physical sensation of hunger is related to the contractions of the muscles of the empty stomach. Peristalsis takes place even when the stomach is empty, and these contractions—sometimes called hunger pangs once they become severe—are believed to be triggered by high concentrations of the ghrelin hormone. The migrating motor complex is a pattern of hunger contractions that takes place in the hungry stomach and gut; they are correlated in time with subjective sensations of hunger and are even responsible for the rumbling associated with a hungry stomach. In contrast, the hormones peptide YY and leptin can have an opposite effect on the appetite, causing the sensation of being full. Ghrelin can be released if blood sugar levels dip too low—a condition called hypoglycemia that can result from long periods without eating. Stomach contractions from hunger can be especially severe and painful in children and young adults. Hunger pangs can be made worse by irregular meals. People who cannot afford to eat more than once a day sometimes refuse one-off additional meals, because if they do not eat at around the same time on the next days, they may suffer extra severe hunger pangs. Older people may feel less violent stomach contractions when they get hungry, but still suffer the secondary effects resulting from low food intake: these include weakness, irritability and decreased concentration. Prolonged lack of adequate nutrition also causes increased susceptibility to disease and reduced ability for the body to heal.
== Mobile phase == The mobile phase, or the liquid phase that runs across the column during separation, for HILIC is typically composed of a high amount of water-miscible, polar organic solvent and a low amount of water. Typically, acetonitrile ("MeCN", also designated as "ACN") is used for the organic solvent, though other aprotic water-miscible solvents, such as alcohols at higher concentration, tetrahydrofuran, or dioxane, can also be used. As with other methods of chromatography, the mobile phase can be delivered isocratically or with a gradient starting at high-organic progressing towards increasing aqueous content. If using a mobile phase gradient, the mobile phase will progressively increases in polar-aqueous content, causing increasingly polar analytes to be eluted. All ions partition into the stationary phase to some degree, so an occasional "wash" with water is required to ensure a reproducible stationary phase.
